While implementing the project on the development of modern heat production capacities of the centralised heat supply system of the city of Vilnius, Vilnius Combined Heat and Power Plant (Vilnius CHP) has selected the winner of the tender for the construction of a biofuel power plant. A contract worth about EUR 30 million will be signed in the near future with the winner of the public procurement, one of the largest construction companies in Lithuania, Conresta UAB.

According to the contract, the contractor will have to complete the building complex of the biofuel boiler house, smoke cleaning and smoke condensing economisers, the building for unloading, sorting and crushing biofuel, silos for storing biofuel and biofuel transportation structures. This shall also include the building of a garage for biofuel loaders and laboratory premises, the entrance control building, other buildings and structures to ensure the operation of the power plant, as well as the internal engineering networks and coverings of the territory. The contract provides for the completion of the installation of the engineering systems in all of the buildings and structures, except for the technological equipment. The value of the planned works will reach about EUR 30 million, excluding VAT.

‘As this tender is ending, we are nearing the finish line of the construction of biofuel capacities of Vilnius CHP. After the contractor finishes the planned works, we will be able to provide Vilnius with the first heat produced from biofuel at the end of this year. We plan to sign other no less important contracts regarding the installation of biofuel boilers, smoke cleaning and smoke condensation systems, and the installation of biomass preparation and supply systems, in the first quarter of this year,’ says the CEO of Vilnius CHP, Mantas Burokas.

The contract with Conresta UAB will be signed in the near future, after the postponement period for concluding the contract ends.

This tender was announced after Vilnius CHP had terminated the contract with the former contractor, the largest Polish boiler manufacturing company undergoing restructuring, named Rafako, which was unable to complete the work. This contract will be one of the last ones signed after Vilnius CHP terminated the contract with Rafako and announced more than ten large infrastructural procurements for the biofuel power plant.

Vilnius CHP will be one of the most modern power plants of its type in all of Europe. Following the full implementation of the Vilnius CHP project, the total electric power capacity of the power plant is planned to be slightly more than 90 MW, and the thermal power is planned to be about 230 MW.

At the power plant, energy has been produced from municipal waste since the end of 2020. Following the implementation of the biofuel power plant project part, energy will also be produced from biofuel. The waste-to-energy plant is set to process and convert about 160 thousand tons of municipal waste into energy per year, and more than 400 thousand tons of biofuel will be used in the power plant. The project is financed by the European Union Cohesion Fund.
